Programs that pay all or a portion of the utility bills of people whose utilities have been or are at risk of being shut off. Also included are non-emergency programs like those funded through the federal Low Income Home Energy Assistance Program (LIHEAP), also referred to as LIEAP or HEAP in some states, that provide home energy assistance, generally in the form of a credit, for low-income households that apply. The assistance is usually available once per calendar year (or heating season). Utility bill payment assistance programs may have age, income, disability, need or other eligibility requirements.

Community Action Program ESC Utilities Assistance LIHEAP ProgramAssists eligible clients with utility assistance. Community Action only helps with cooling bills from April 1 - September 30; and heating bills from October 1 to March 31. Beginning July 1st, Community Action uses an automated appointment service via the following phone number: 1-844-356-8139 for the LIHEAP program. Clients can call in anytime, any week of the month and certain appointment slots are set aside for elderly, disabled, families with children in the home age 5 or under, and all others. If your lights are disconnected, you may call in anytime to schedule an appointment as specific appointment slots are also set aside for these clients. (The debt management class is no longer required in order to receive assistance.)
