Utility Service Payment Assistance

Programs that pay all or a portion of the utility bills of people whose utilities have been or are at risk of being shut off. Also included are non-emergency programs like those funded through the federal Low Income Home Energy Assistance Program (LIHEAP), also referred to as LIEAP or HEAP in some states, that provide home energy assistance, generally in the form of a credit, for low-income households that apply. The assistance is usually available once per calendar year (or heating season). Utility bill payment assistance programs may have age, income, disability, need or other eligibility requirements.

Targeted case management that is geared toward a goal of self-sufficiency begins with assessment of current needs and resources and development of a plan to engage the family with community resources including VA benefits, housing counseling, financial planning, employment and/or access to disability services. Temporary financial assistance may include time-limited payment to third parties for housing or other living costs. Overall the goal is to assist the veteran with providing for themselves and their families.

Community Action Program ESC Utilities Assistance (LIHEAP) Assists eligible clients with utility assistance. Clients must attend Debt Management Class prior to further benefits being provided.

Service dates are usually the first, third, and fourth Tuesday of each month, with calls taken starting at 8:15am. New clients may call on certain Mondays at 10:15am.

Community Action only helps with cooling bills from April 1 - September 30; and heating bills from October 1 to March 31. They will not assist with an old "gas" bill even if about to be disconnected or disconnected.

May 19th: New clients who have never received LIHEAP assistance before

Special outreach:
May 1st: CANTONMENT residents, Pre-Screening @ 8am, must be on time. Greater First Baptist Church of Cantonment located @ 591 Booker Street
May 2nd: CANTONMENT residents who attended pre-screening, certification will be @ 9am @ Greater First Baptist Church, 591 Booker Street. MUST HAVE ATTENDED THE PRE-SCREENING on May 1st.

Council on Aging BAY Utility Assistance (LIHEAP) Provides utility assistance with gas and electric bills, also helps with deposits. Clients may only use service once per year. Better to call for an appointment but can walk in.
Walk-ins are occasionally accepted for the following criteria:
Need for deposit assistance to get utilities turned on; need for assistance due to having received a disconnect notice and are in crisis.

Jackson County Senior Citizens Organization JAX Utility Assistance (LIHEAP) Provides utility assistance with heating or cooling a home. Electric and Gas only. (April-Sept. Priority goes to vulnerable clients who are over 60, who have children under the age of 5, or who are disabled.
